I’ve known people who constantly make arguments like that! “AHJ” is an acronym for “authority having jurisdiction”, commonly used to talk about “The person who decides what’s legal or not in this situation”
Sovcit here is calling it an ALJ (presumably “authority lacking jurisdiction”) as a smug attempt to say “um actually your silly laws don’t apply to me”
