Nothing changes because most elders didn’t have money(and probably health for license) for car anyway, but they need to go somewhere distane they use public transport like everybody else. But for living they don’t need to leave their district. And if they live in soviet-planned district, they need only two microdistricts: the one they live in and the one with polyclinic.
For elders there are not much difference as for disabled. For disabled in regular wheelcair even 5mm bump causes problems.
