Its the literal truth, and gives you a possible range of 200-900 people, as after that they would have said “thousands.” Its not exactly 200, or they could have said 200. They have an ambiguous number to convey, so they used the ambiguous “hundreds” to do it. Pretty direct and reasonable, honestly.
