The word ‘degenerate’ could be ascribed exactly the same level of racially charged slur, but that’s not what people generally think, noy whats in the dictionary or wikipedia and not what i think when i hear the word. If you refer to a human as a mongrel, you are definitely making a pejorative comment about that person’s origins.
