Technically it did. In a photo shop would be enlargers and during the enlarging phase you could apply trickery, like burning (giving more light to some areas) dodging (giving les light to others), retouching etc.
The original Photoshop was just a digitized version of what you could physically do in a dark room in a photo shop.
Russia was photoshopping images for propaganda purposes as long ago as at the 1930s. Though, I do not agree at all that this image was manipulated, I just think it’s fascinating.
