why does the author keep writing “Mr. Putin” and “Mr. Xi”, is there some kind of infatuation I don’t see here?

Because that’s how journalists refer to people. The first time they’re mentioned, it’s with their title, and after that it’s by Mr/Ms. This isn’t anything new.
