I don’t think the person in situation 2 is trying to enforce the speed limit, I think they’re just trying to drive as fast as they’re comfortable driving. Like I said, if they can move over because the people to their right are about the same speed (or worse, faster) then they should move over. But if they are constantly passing slower traffic, then I don’t think they’re “enforcing the speed limit”, they’re just using the road, and I have a hard time being upset with them even if I’d be willing to go a little faster.
