Historically, calendars have followed the latter because that’s what dictates what phase the moon is in. The discrepancy happens because the earth is orbiting the sun at the same time the moon is orbiting the earth.

Sure, five six day weeks or even six five day weeks. There are a lot more options when your prime factors don’t include ugly numbers like 13 and 7.
