    EDIT: Oh, just noticed: It’s also an invitation to a replacement meeting to be held in case not enough people (representatives from municipal governments) show up to the regular meeting to be able to make decisions, that quorum doesn’t apply for the replacement. The date for that meeting: Same day, half an hour later. Chairman really wants something passed, it seems. Doesn’t look like usual procedure, but setting the replacement meeting to the same day as the regular ones happens to be within the letter of the statutes.
