Which government?

Last I checked there was still more than one.

The idea is that anyone can have a Lemmy server (instance).

The server you’re on is of course subjet to the laws of the country it’s on.

You can always pick different instance though.

According to my knowledge, no Lemmy instance hae been censored by the government. I don’t know what particular government you are referring to, but for example there has been criticism of the Finnish government and nobody has censored it.
