Usually, when “troops” are mentioned they’re from the Department of Defense. The CIA is its own separate entity outside the DoD, so I would say no. Advisers are related to most likely logistical, and operational.

“Advising” is mostly CIA etc isn’t it? Their advisers in other parts of the world engaging in human rights abuses haven’t exactly been benign.
