The exact same amount of money is being pumped into the military-industrial complex. Its still being spent. His actions are just preventing staff from being correctly promoted/paid, harming retention and readiness.
Making us worse at war while pouring the same amount of money into the war machine is just a recipe for more issues, not less.

People being bad at war kills people that aren’t supposed to be killed. That’s not a good thing for anyone.
