    Can you provide the overall context of the statement? Also, had the RU government have any policies, either already existed or still merely proposal, that does support the non-binaries? It’s nice that Putin gave recognition to the non-binaries, but I don’t think it matter much if the government still haven’t done anything with it.

    I don’t know much about what is happening in Russia due to massive information warfare going on, so forgive my ignorance.

      To answer your policy question, this year the government has implemented policies prohibiting medical and legal transitioning. Putin also in other speeches says that homosexual families are against Russian values. Pretty classic reactionary stuff

        You can still change your legal gender at a licensed clinic. The ban was to stop unlicensed pro-Western liberal groups from gaining influence and making money.

        It did ban adoption by trans people though and surgery :/

      This is was okay the context of a yet another ban on lgbt identification. Putin was saying that it’s bad that the west has affirmative action programs, because « we don’t want only lgbts to win contests »

      Also important to note that he said they are a part of society at the same time some Russian lawmakers are talking about banning the LGBT movement as an extremist organization.

      Russians are allowed to change legal gender but at licensed clinics. Restricted since July 2023 to stop unlicensed pro-Western liberal groups from gaining influence and making money. But they also banned adoption for trans though and surgery without other medical reasons also in July 2023.

      They made it easier to change gender legally in 2018 by creating a medical certificate for trans people.

      And in Russia, by comparison, a person can obtain an official certificate to get their gender changed on official documents and be allowed to have gender-confirming surgery within days after having a meeting with a commission and paying a fee.
