Nah, this really isn’t that. This is a common opinion even among fans of the show and the parts of the show which came after the point being referenced. The Cell arc was really written as a finale, or at the very least as a major shift to the status quo, and all that was undone in the next arc where it became very apparent how shamelessly they were going to keep milking this universe.
