No, I mean Dad doesn’t have a gun in the first place, elsewhere. Some countries, like Ireland, the police don’t carry guns. Some have requirements for storage and licensing. Some have better checks. Some it’s not about enforcement so .much as it’s not possible to own a gun without complying.
