I would presume so, so that teeny tiny communities can have some interaction, and maybe start developing into something more.
The problem is that many small communities with no interaction have a lot of posts made by bots, which means that sometimes I’ll see a spam of posts if I use the scaled sorting on the “Local” or “All” section.
I think it should consider only the posts that don’t have only 1 or 0 upvotes (which is different than considering the score, so that posts with 34 upvotes and 33 downvotes can also be considered).
