The government may have started implying that Ukraine should have remained part of Russia after the escalation in 2022, but in practice, it was very determined for Ukraine to remain intact (including a semi-autonomous Donbass) up until that point, naively believing that Germany and others would actually pressure Ukraine to uphold Minsk 1 and 2. As for nationalism, there are plenty of non-fascist countries with a very nationalistic population
