        I read previously it was a 2 vote margin with one R unexpectedly flipping. If that was accurate then this vote didn’t matter…

          A 2-vote margin like that means that one person on the losing side flipped their vote at the last minute so that they have the procedural right to call for another vote later.

          The effective vote was 215-215, which means it didn’t pass, but might have if the one Republican getting treated for cancer had shown up.

            No. In this case the Dems had the numbers without the extra vote. It wouldn’t have been a vote against it wouldn’t have been registered so it would be a one vote margin rather than two. Typically I think you’d be right but the extra R vote is what carried.
