No idea what the HK subreddit rules are, but I’m broadly in favor. I guess it depends on if the mod is willing to do the work to keep it nice?
This community will likely stay pretty small for a while, so I’m sure a lot less mod work would be needed here.
I’m pretty sure promoting this place shouldn’t violate their rules. I’ve promoted a squabbles hk community without it being taken down.
I think a single post would be a good idea, as long as we’re not spamming. Or if anyone’s feeling ambitious and wants to make some art or memes advertising the new community.

Any mention of Lemmy on Reddit could get you banned but, other than that, I don’t see the harm.
