It really comes and goes, all I know is that when a nation got wealthy there was a good chunk of great art created for wealthy patrons. It’s episodic, 1st-3rd century BC Fayum mummy portraits, insular art 600AD, Italian Renaissance ~1500, Dutch 1550, Portraiture for kings and queens, and then for captains of industry etc.
