    I didn’t see that before - it looks like supposed to be half a seal on the cutout of the state silhouette, but it’s a png with the background color transparent so the seal just looks broken. Given that the icon is usually in a circle anyway, might as well just make the icon the seal like this:

    Edit: it would be wrong to paste Huffman’s face onto the bottom dude, no?
