    Literally since before the beginning of the GSA. The founder of the BSA Robert Baden-Powell ran a newsletter for the early Boy Scouts and in 1909 he wrote, “If a girl is not allowed to run, or even hurry, to swim, ride a bike, or raise her arms above her head, how can she become a Scout?”
