I think there may be a misunderstanding here. I was replying to your assertion that all citizens of America are responsible for the actions of their government. I was trying to say that individual action of an individual (such as enforcing hateful rules or engaging in violence) is a personal action committed by a person. That person is responsible for their actions directly.
A person choosing to hurt, punish, rape, and murder another over a piece of clothing is a personal choice.
Me sitting at home disagreeing with how my government is run and writing to my representatives to tell them that is a personal choice.
Do you see how these choices are not the same?
