“Average Houston intersection” was the first thing I thought upon seeing this. As a scandinavian who visits Houston relatively often, the TX traffic management approach always seemed like utter insanity to me.
I haven’t played the second one yet but in the original the cars would just sort of magically know how to navigate intersections no matter how complex they are (although they become increasingly inefficient).

Nah it’s someone’s cursed creation in Cities: Skylines.
But I wouldn’t be surprised if something like this showed up in LA or Houston.
