Wouldn’t the elderly be a huge benefiter of a car free city? You get old enough or frail enough that you can’t drive. Then what?
I like in a city that provides free busses and trains to those aged 65+ if they ride in off peak hours, and it’s heavily used. This is in a city designed around cars.

Ours is pretty full at peak times. I think having it for off peak is to encourage people that can travel out of peak hours to do so, to spread the load out over the day.

Ours too. Peak hours happens because everyone rushes to/from work. Pensioners don’t work, so they naturally spread out over the day.
