Street trees are tough. A mature street tree, say 50-75 years in age is probably with around 100k. They get hit by cars, have far higher exposure to environmental toxins and are growing in just kind of a shit situation. Then there is the maintenance cost, the damage they might do to houses or power linesor underground utilities. Saplings and seedlings are easy. Trees are tough.
