You need both… Without users you may as well just start your own personal blog site.
There is a nice sweet spot for the # of users where you get some good engagement and interesting, VARIED discussion otherwise the sub will die or become stale.
Too many users and you end up with some wacky subs with millions of users, those are probably a nightmare to moderate. They are targeted for brigading, propaganda, and all sorts of other unpleasant business.
I don’t think you can realistically limit the number of users in a major sub like politics or videos, without pissing off your regular username unless the sub is invite only.
One thing is for sure though - social media is a dynic beast and you never really know how it’s going to grow and evolve.
