It’s officially 16 now, and that old age of 13 never applied to anyone because every prefecture had a prefectural age of consent set at 16, and the old, national age of consent WAS 13 so no prefecture could go below that. There was NO WHERE in Japan where it was actually legal to have sex with a 13 year old because no prefecture allowed it.
