It says this under requirements: “We issued the passport you are renewing between 2009 and 2015, or over 9 years but less than 15 years from the date you plan to submit your application.” It doesn’t help for this person, but if it is within 5 years of expiring you can still renew through here.
Is this safe and now like phising? My passport been expired for over 5 years just dint want to do all the paper work
If you’re on a “.gov” site, it’s safe to expect that it is a legit site of the US government.
If it is expired, I don’t think you can do it. Just if you are in the last year of validity.

Yeah most IDs can be renewed with in a grace period after it expires.
