Russia has a complicated relationship with Israel that is far from directly belligerent. They supposedly agreed to not fire on Israeli aircraft in return for Israel not bombing Russian troops in Syria.
That being said, Israel has few means to action their threats beyond an assassination attempt on Assad. The IDF probably could fight the SAA a lot easier than Hezbollah or Hamas but it’d be yet another difficult front line in an already deteriorating situation for Israeli military strength.
