Why? Because apparently they need some more incentive to keep units occupied. Also, even though a property might be vacant, there’s still imputed rental income there. Its owner is just receiving it in the form of enjoying the unit for himself instead of receiving an actual rent check from a tenant. That imputed rent ought to be taxed like any other income.

Commercial buildings being empty is irrelevant to there being homeless people. People can’t live in commercial buildings and storefronts. Trying to convert them to residential is not a viable solution. Building more housing is.

No one is defending landlords leaving houses empty rather than renting them out because that’s not what’s being discussed. We’re talking about commercial buildings that likely aren’t even legally zoned for residential purposes. No one is defending landlords in any way, simply pointing out the absurdity of your idea.
