YGOPro is pretty good from what I remember, although it has been years since I’ve used it. As for your specific formats, I don’t think their is a particular way to stay within the format, but you could certainly build decks using the format rules.

Konami’s app, Neuron, works pretty well for mobile, and the card data is all downloaded, I just tested it. It works without internet.
