Shouldn’t the Irving refinery absorb the cost and just charge the applicable amount more for it’s products?

If food safety gets updated such that chicken must be frozen 5° colder, do we make a chicken wing tax that consumers pay, then subsidize the cost of freezers? Or does the food supply chain just do it, and adjust costs based on updated operating costs.
