The first few times I saw “+18”, I didn’t even know what it meant because it was backwards and the threads weren’t particularly NSFW.
Where does the 18 come from? Depending on the content and the location, “adult” would be more useful, wouldn’t it?
Right, not every country has the same age restriction.

+18 is a different thing. It means you’re only supposed to look at the post if you have 18 friends, family, neighbors, whoever present as you view it.
Where would a bug be submitted?
As this is a labelling issue, you can directly make a proposal in the translation tool. In this case, it was already changed before this post was made, see my other comment with link.
