There’s a lot of fruity language here that boils down to “the police should be able to kill anyone they want with impunity.”
The group in question had quite the spotlight on them in a recent report (p.191)

What the fuck does he mean by succeed? Successful in what? Successful in meeting quotas of arrests? Successful in ignoring sexual assault cases?
