It just means “If we cannot reach an agreement by x date, we have the option to strike.”. It is very likely that the union will reach a deal before then.

Voting to authorize a strike =/= striking.
Voting to authorize a strike happens with nearly every union contract negotiation. It just means “If we cannot reach an agreement by x date, we have the option to strike.”.
It is very likely that the union will reach a deal before then.
Except in this case there is no date set yet. They’ve just agreed that they’re willing to strike.
The date is the day the contract expires.
