Elon Musk "secretly" disrupted a Ukrainian sneak attack on a Russian naval fleet by turning off Starlink's satellite network near the Crimean coast last year.
Terms of service. Elon has rules around Starlink. He wants to protect the use of the satellites. Russia may decide to attack Starlink if it’s being used directly to attack them. THat would allowed under the rules of war. If the satellites are attacked, it could destabilize all the satellites in space.
Not everything is a simple binary answer. Elon has to protect his assets and he has some valid concerns about the war escalating.
Unless something has changed, attacking Crimea using Starlink was off limits. I am not sure if that has changed or not.
