Are they pretty equally sized? If so, just let the dogs handle it. Dogs mount when they aren’t sure what to do, and because they’re dogs and they’re weird. The dog that shouldn’t be mounted will tell the other dog to fuck off via some sharks and nipping and then they’ll calm down and probably be best friends.
