On the one hand, yeah. Especially if they’re not moving faster than the people to their right.
On the other hand, I have a hard time being mad at someone driving the speed limit even with no one in front of them as long as they are moving faster than the cars to their right.
I know what you mean, but it’s not up to random citizens to be police officers. Sometimes you need to break the speed limit for a few seconds to complete a pass, rather than sitting in a large blind spot. Or you have a medical emergency but can’t afford an ambulance, or another reason. The police and traffic cops and cameras can enforce limits, imo anyway.
I don’t think the person in situation 2 is trying to enforce the speed limit, I think they’re just trying to drive as fast as they’re comfortable driving. Like I said, if they can move over because the people to their right are about the same speed (or worse, faster) then they should move over. But if they are constantly passing slower traffic, then I don’t think they’re “enforcing the speed limit”, they’re just using the road, and I have a hard time being upset with them even if I’d be willing to go a little faster.
