Carl Edward Chastang was arrested after he allegedly tossed a woman from her wheelchair, beat her, then strangled her with a pool noodle because she ran over his foot.

After strangling her, Chastang reportedly left her on the floor completely immobile until the following day when someone else called for assistance.
