      It’s part of their cultural heritage, identity, and spirituality, similar to the beards of Sikh men or the hair of a Rastafarian. There is a clear historical record of this marginalized group being forced to literally cut away a connection to their heritage and a continuation of those abhorrent practices even after court decisions and laws have said it’s not okay.

          That it says “freedom of expression AND religion” which does not mean only religion but also general freedom of expression. So not everything covered here needs to be religious.
