- Protect against the risks of using AI to engineer dangerous biological materials
- Protect Americans from AI-enabled fraud and deception by establishing standards and best practices for detecting AI-generated content and authenticating official content
- Establish an advanced cybersecurity program to develop AI tools to find and fix vulnerabilities in critical software
- Order the development of a National Security Memorandum that directs further actions on AI and security
Open source LLMs feels out of the bag. None of this will be enforceable.
Many of the measures in this EO seem like good things and are directed properly at agencies with areas of responsibility being impacted by AI. Some are kind of borderline on if it would hold up – I don’t know if adding additional requirements for research funding is necessarily something the executive branch can do, unless Congress delegated that authority entirely. In some areas it’s only calling on Congress to act.
The first part is using the Defense Production Act, though, and that seems very suspect.
You haven’t seen it because there’s nothing to do with A.I, it’s just a rant from old people thinking their opinion matters and thinks these rules work. They don’t work and Google, Facebook and OpenAI don’t care.

This is just a bunch of vague bullshit that doesn’t really do anything and doesn’t even touch on the most important problems. Also demonstrates a lack of knowledge about what this newfangled thing even IS.
