QOwnNotes does that if I recall right, with files being plain markdown (e.g, you can sync them however you feel like)

The only one I can think of off the top of my head would be Zimwiki.

I don’t know about any Android compatibility for Zim. It has been a long time since I have used it.

Xournal++ could work, though it’s more geared toward hand-written notes.
