More than likely he’s already had an autopsy, it’s normal procedure to remove internal organs and then to bag them inside the body once the autopsy is complete.
I think this is probably a case of incompetents rather than malice. My best guess is that the lab that did the autopsy is probably under-staffed and poorly managed.
If it was malicious, it would be more of a sign of the authorities attempting to cover up the cause of death, rather than anything like organ harvesting. Harvesting organs for transplants would require a large team of medical professionals willing to conspire with fraudulent medical facilities to operate. It’s just not really a crime that makes sense in the US, it’s not like practicing surgeons are really hard up for cash.
