Well, I’m no balcony-ologist, but I’d think that having multiple brackets tying into the building structure on each floor would help add strength to each platform. I wouldn’t necessarily trust it with my life, but it seems better than what I thought I saw at first.
Those people trust the strength of that balcony far more than I do.
Edit: I see now that it is a fire staircase… it’s a bit better.
Is that better? Those things always look so flimsy.

I’d like to imagine there’s some sort of building code in existence for fire staircases by 1945.
It’s the kind of landlords owning 1945 tenements that are probably the weak point.
