How might I do this for an instance different than my own?
Is there a specific community you mean? I’d think the only way to report a whole community is to message the admins of the instance the community is hosted by.

I would recommend reporting to the FBI, they have online methods for doing so. If it’s outside the US they will have ways for providing that info to the appropriate country.
My understanding is that a Lemmy Instance Admin has control over Users and Communities originating on their Instance, and can (in extreme circumstances) defederate from another Instance, so that Users and Communities from that Instance are not visible to their Instance’s Users.
An individual Lemmy User can block a specific User or Community, but not yet an Instance (though that feature appears to be planned.)
Therefore you might want to simply block the offensive User or Community.
If you feel strongly about reporting, then you should contact the Admin of the Instance hosting the Community.
If your report isn’t resolved to your satisfaction then you may want to escalate to the Admin of your Instance to inquire about blocking the Community for all Users on your Instance, or even defederating from the offending Instance (though this is the “nuclear option” as it would affect ALL Communities and Users from that Instance.)

This is a more complex question on Lemmy than on Reddit.
On Reddit you have only one group (admins) in charge of the whole system, so you report a bad community to them and they ban it.
On Lemmy, there are many servers with their own admins. So for example, you made your account @lemm.ee but you’re posting this question to asklemmy@lemmy.ml. Lemm.ee and lemmy.ml are two totally different systems, run by different operators, with different rules and acceptable use policies. And these policies vary widely. Some instances allow or block NSFW type content (porn), some communities allow or block discussions of piracy, some communities like beehaw use more active moderation to try and have a more inclusive space and thus prohibit a lot of things they consider offensive. These decisions are up to each instance admin.
In general, if you want to report a community, you should first figure out if the community violates its own instance rules. You can find the instance rules and a list of admins to whom you can report it on that instance’s home page (https://instance.tld).
One good method might be to report a specific post of that community and mention to block the whole community under the ‘reason’ message.
