State guards are used by many states. Since the national guard can be federalized, states need a force to protect the states while the guard is gone.

And tbh, English is a bastard of a language, look at gerunds and the term ain’t. There isn’t a strict rule set, it’s more about what sounds good more than anything, with the exception of technical terms and when communication needs to be clear.
