To circumvent a US embargo to supply terrorists in South America. Total innocent coincidence. Which is why George H W Bush then turned around to pardon all involved when he won the presidency he swore he wouldn’t run for.

It’s an easy sell. A faustian bargain. You just need a few people in the right positions of power. “Hey, YOU can live larger. You can live like a modern pharoah. Just sell out your countrymen. Do you like yachts? How about yachts the size of cruise ships?”
We don’t just bully the world militarily. We enforce our will through strong arm diplomacy and economic threats as well.
We work to turn governments from servants of their people into servants of the global capital markets. There are always people willing to betray their countrymen for a cut. Those people tend to be in powerful positions because of that ambition.
At this point the global oligarchs know no national loyalty. Capital is their nationality.
